GSA needed to modernize their Personal Property Management System (PPMS). The application handles property the federal government takes in from various sources. It then decides to allocate the property out to an agency for use, or can sell it using the GSA Auctions website. This application allowed users to take in new property, adjust the ownership of property, create lots of associated items, and list them for sale through publicly available sources.

User Analysis

This application had many stakeholders with vested interests in making the application smoother and easier to understand. We conducted numerous user based discussions to discover the best possible approach to manage their tasks.

Complex Systems

Users expressed a need for simplification of complex systems. Many times, they would need to have multiple tabs open in order to process a single item. Data integration was also at issue. The legacy system relied on seven different systems with separate permissions and logins to manage their process. We consolidated multiple screens into process flows with accurate tooltips and references so users could finish tasks in one session. The reduction of cognitive load and standardizing form layouts made the burden on users significantly less.

Increased Satisfaction

Users of the PPMS system noted a 33% increase in satisfaction while utilizing the application. The modernized system also became a cost-saver; streamlining these processes saves hundreds of millions of dollars each year.
